Classical configuration alone does not encode the full probability assignments associated with incompatible quantum measurement contexts.

Hilbert-space states, density operators, POVMs, and Born probability assignments become available.

Quantum states must reproduce the declared measurement probabilities and classical limits where those limits apply.
