Quantum state

Probability assignment before a particular actual record. D3 is represented by a density operator rho together with a measurement context. It assigns Born probabilities to possible records. Valid D3 states may carry momentum distributions; uncertainty follows from noncommuting observables, not from an absence of momentum.

Inherited structure

Density operators, POVMs, Born probabilities, Fourier duality, and uncertainty relations are inherited quantum theory [A].

Claim boundary

No realized D4 event does not mean zero change, zero momentum, or a timeless state. This scaffold does not solve measurement, quantum gravity, or quantum interpretation.

Repeated D4 records must remain statistically answerable to the D3 probability model under the stated preparation and measurement conditions.
Evidence

Prediction
Intervening on preparation or measurement context changes the distribution of D4 outcomes as the D3 model specifies.
Alternatives
Everettian, Copenhagen-family, hidden-variable, relational, and other interpretations disagree about actualization while sharing operational predictions.
Kill criterion
Conflating a probability scalar with a sampled outcome, or failing the model's repeated-run statistics, defeats the proposed bridge.
